An attempt by engraver to insert 4 dots by hand punching on the die, to recognize the 4th year was unsuccessful, due to first unsuccessful attempt, the engraver re-punched 4 dots around the earlier hand punched incused holes on second attempt, that is why 4 clear dots seen around the not proper or uneven shaped dots. |
